What are the ABU and NBBU cao?
The ABU cao and the NBBU cao are the two main collective labour agreements for temporary agency workers in the Netherlands. ABU and NBBU are employer associations of staffing agencies; an agency applies the cao of the association it belongs to, or the one declared applicable.
What the agreements cover
Both agreements set the rules for agency work: how the employment relationship builds up through phases over time, which pay the worker is entitled to, and how allowances, holidays and pension are arranged. The two agreements are similar in structure but differ in details, so it matters which one an agency follows.
A central principle is the hirer's pay (inlenersbeloning): the agency worker is entitled to the same pay elements as employees in an equivalent position at the client. That includes allowances such as ORT and overtime rates from the client's own collective agreement. For time tracking, this means the agency has to apply the client's rules, not its own.
What this means for hours
Because pay follows the client, an agency needs exact start and end times, breaks and the right allowance codes per placement. Check the current text of the applicable cao for the exact rules and figures; they change with every new agreement.
TimeTracking records hours per placement and applies allowance bands that you configure per client, so the export to payroll carries the right codes for each worker.
